What's the e-mail adress to the microsoft support ?
Then the screen saver started to stop working and ever time I would set up a power scheme it would get deleted except for the "laptop" power scheme and no matter what I do, I can not create a new because as soon as I exit power opp's it is deleted. I set the Power Managemnt power scheme to never-turn-off-monitor with no effect. I get no error messages exept one for the MSVXD.EXE bug which has been quaranteened with Norton and has been there for at least a week with no ill effects. (I'm goes to try fix it later tonight). You need to make sure not only that the Intel Speedstep option is chosen in the BIOS, but also that the Power Scheme is set to "Home/Office Desk", instead of "Portable/Laptop". This seems to me to be a bug according to Microsoft and Intel documentation, but it's the only combination that has worked for me.

Found solution on microsoft.com -> knowledgebase, document q302713 Solution: it's a bug in xp, 2000 and so on, as a fix, first delete the powerscheme you are system standby and hibernate are greyed out (no options available), no power schemes are listed, and it is not possible to press the save as button.

For the power management issue I'd play around with the settings in Control Panel, Power Management, Power Schemes tab as follows: Set System standby to a up as either a blunder by the Dell test department or a concious decision by management to ship with a Themes problem and consider it a low priority bug.

Experiement: Standy -> Hibernate on a Desktop
When I went back to the "Power Schemes" dialog the only one available was, naturally, "Always On2." But get this, the Hibernation was set to 15 minutes for on battery. It is as if the real setting was 15 minutes but Windows was showing Never in the dialog instead. This is the lamest bug I have ever seen.

Power Management?
Every in-field software bug/feature like this costs big bucks to handle post- relsease as customer support now has to explain not to do something the GUI allows. Microsoft is not that stupid.... As for your whimiscial question, the reason is for comprimising between speed and data security during power saving modes
